According to MPEP 707.07(k) , numbering paragraphs in patent office actions is considered good practice. The MPEP states: It is good practice to number the paragraphs of the Office action consecutively. This facilitates their identification in the future prosecution of the application. In other words, numbering paragraphs makes it easier for both examiners and applicants to reference specific parts of the office action during subsequent communications and throughout the prosecution process. This practice enhances clarity and efficiency in patent examination procedures.
