When can an interview be conducted after a final rejection?

Typically, one interview is permitted after a final rejection. The purpose is to place the application in condition for allowance or to resolve issues prior to appeal. As stated in MPEP 713.09:
Normally, one interview after final rejection is permitted in order to place the application in condition for allowance or to resolve issues prior to appeal.
Additionally, interviews can be held after the shortened statutory period expires but before the maximum 6-month period, without requiring an extension of time.
