Yes, Rospatent can act as an International Preliminary Examining Authority (IPEA). The MPEP 1840.04 states: “The Federal Service for Intellectual Property (Rospatent) (Russian Federation) will act as an International Preliminary Examining Authority for the same range of international applications for which it acts as an International Searching Authority.” This means Rospatent can perform both international searches and preliminary examinations for PCT applications in all fields of technology.
