No, a computer program listing appendix cannot be submitted on a USB flash drive. According to MPEP 608.05(a), the appendix must be submitted either:
- As a text file via the USPTO’s electronic filing system (EFS-Web or Patent Center)
- On one or more compact discs (CD-ROM or CD-R)
The MPEP specifically states: “A computer program listing appendix may be submitted as a text file via EFS-Web or on compact disc conforming to the standards set forth in 37 CFR 1.52(e).” USB flash drives are not mentioned as an acceptable medium for submission.
