Interviews after final rejection can be conducted within a specific time frame. According to MPEP 713.09:

Interviews may be held after the expiration of the shortened statutory period and prior to the maximum permitted statutory period of 6 months without an extension of time.

This means that applicants have a window between the end of the shortened statutory period and the 6-month maximum period to conduct interviews without needing to request an extension of time.
