What is the role of the International Bureau (IB) in the PCT process?
The International Bureau (IB), operated by the World Intellectual Property Organization (WIPO) in Geneva, Switzerland, plays a central coordinating role in the PCT process. According to the MPEP, The basic functions of the International Bureau (IB) are to maintain the master file of all international applications and to act as the publisher and central coordinating body under the Treaty.
Key responsibilities of the International Bureau include:
- Maintaining the master file of all international applications
- Publishing international applications
- Coordinating communication between various PCT offices and authorities
- Receiving and storing priority documents
- Publishing the PCT Gazette
The MPEP further states, The International Bureau will then normally publish the international application along with the search report and any amended claims at the expiration of 18 months from the priority date (PCT Article 21).
The IB also communicates copies of the published international application to designated Offices and makes certain documents, such as the written opinion of the ISA, publicly available.
